If you have similar traits, it'll be faster than if they are different. Also, note that after some time passes and you haven't had any sort of contact with them, the relation between the two sims gradually slides to neutral again this also happens when you are friends, thus losing a friendship. While still enemeies, you can try to appologize, speeding up the restoring of the relationship.
